(2021) Tavistock Guildhall Heritage Centre Project

With support from the National Lottery Heritage Fund and other funding partners, Tavistock Town Council delivered the £1.9 million Tavistock Guildhall Heritage Centre Project culminating in the reopening of the building in December 2021. Extensive work involved restoring and transforming the Grade II* listed Guildhall and former Magistrates’ Court from the Heritage at Risk Register into a vibrant community asset. 

Working in partnership with Tavistock Heritage Trust, the project created a Key Centre for the Cornwall and West Devon Mining Landscape World Heritage Site at its Eastern Gateway, while also providing council offices, community service facilities and flexible event spaces.

Supported by a National Lottery Heritage Fund grant of £817,800, supplemented by a DCMS Kickstart grant of £130,890, the project has brought the historic building back into active use at the heart of Tavistock. The centre introduces residents and visitors to the profound impact of mining on the town’s development and serves as a gateway to the wider World Heritage Site, encouraging exploration of its many significant locations. Alongside its heritage and interpretation functions, the Guildhall serves as a cultural and educational venue, hosting a diverse programme of events and activities while providing space for council operations and public services.

This work built upon the success of Tavistock’s Townscape Heritage Initiative (TTHI), a £2.2 million programme established to revive the town centre through the preservation and regeneration of key heritage assets. The initiative primarily supported local property owners, businesses and organisations through grants for urgent repairs and restoration of historic buildings, alongside public realm improvements within the Tavistock Conservation Area and the Cornwall and West Devon Mining Landscape World Heritage Site.

The origins of the scheme lay in the work of the Townscape Heritage Project steering group, which successfully secured a £36,000 Stage 1 Development Grant from the National Lottery Heritage Fund in 2013 to develop proposals for a comprehensive heritage-led regeneration programme. During this development phase, the Conservation Area Character Appraisal and Conservation Area Management Plan were reviewed and updated, while a public realm strategy was prepared to guide improvements to key public spaces within the proposed TTHI area. A range of complementary initiatives supporting the scheme’s wider aims and objectives were also identified and developed.

Following this preparatory work, a successful Stage 2 bid of £980,000 was awarded by the National Lottery Heritage Fund in September 2014, enabling the initiative to commence and be delivered over a five-year period. Together with contributions from partner organisations, the programme secured a total funding commitment of £1.48 million from five funding partners. The TTHI was jointly funded by the National Lottery Heritage Fund, Tavistock Town Council, West Devon Borough Council, Greater Dartmoor LEAF, Devon County Council, planning agreement contributions and private commercial property owners.

Collectively, these investments have played a significant role in conserving Tavistock’s historic environment, enhancing the public spaces that contribute to Tavistock's unique historic character, strengthening its role within the World Heritage Site, and creating the foundation for future landmark projects.
